OMB July 29, 2009 Memorandum on Improving Government Acquisition

The March 4, 2009 Presidential Memo on Government Contracting requires OMB to issue guidance in two steps.  This July 29, 2009 memo is the first of two memos from the OMB and provides guidance on reviewing existing contracts and acquisition practices. 

Homeland Security: Preliminary Results Show Federal Protective Service's Ability to Protect Federal Facilities is Hampered by Weakness in Its Contract Security Guard Program

This report found that contracted security guards working at federal buildings are often under-trained, unqualified and do not perform their job adequately.  GAO tested 10 level IV agencies and in each one, the operative managed to smuggle the materials needed to make a bomb and proceeded to assemble and carry it in a briefcase over several floors of each building.

Inherently Governmental Functions and Department of Defense Operations

An “inherently governmental function” is one that, as a matter of law and policy, must be performed by federal government employees and cannot be contracted out because it is “intimately related to the public interest.”  There are many different definitions for “inherently governmental function” which has given rise to contracting out government services.

Report of Inspector General's Findings and Recommendations

This report examines Chicago's parking meter privatization.  It finds that there were problems in the oversight when the deal was made.

At What Cost? Contingency Contracting In Iraq and Afghanistan

The Commission submitted this report to Congress on June 10, 2009, describing its operations to that date, identifying areas for research, and flagging eight "issues of immediate concern" for lawmakers to consider. Current law requires the Commission to submit a Final Report in 2010 with findings, lessons learned, and specific recommendations to improve wartime contracting.

Advisory on Municipal Golf Course Management Contracts

This report is an advisory based on the review of contracts of 63 municipal golf courses in the Commonwealth of Massachusetts. It was conducted to determine whether municipalities are operating golf courses using sound business practices and exercising adequate vendor oversight to ensure that municipalities receive a fair share of golf course revenue.

Airport Improvement Program (AIP)

The Airport Improvement Program has been providing federal grants for airport
development and planning since the passage of the Airport and Airway Improvement Act of 1982.  This report is focused solely on AIP issues in the ongoing FAA reauthorization debate.

Construction Engineering in State Highway Projects

The Wisconsin Legislative Audit Bureau conducted an audit of the WSDOT's use of state and private construction engineers in the quality assurance process for highway projects. The audit also reviewed WSDOT cost benefit analyses of all engineering services from March 2007 to June 2008. The report found that using private contractors over state workers cost the state $1.2 million.

Acquisition Workforce

This report found that there is inadequate information regarding the necessity of contractors currently employed by the Department of Defense.  There is also a gap of information regarding in-house civilian personnel in the acquisition workforce.
