This audit evaluates the Los Angeles Department of Transportation's (LADOT) administration of a contract with Integrated Systems Research Corporation (ISR) to provide an Automated Vehicle Locator System (AVLS). It also reviews the actual operations of AVLS in accordance with the Joint Labor Management Committee (JLMC) plan. This review was initiated based on allegations of wasted City resources.
