This report discusses social service privatization issues in Texas, specific to the following projects: a contract to develop an anti-fraud fingerprinting system, a pilot project that used private HMO contractors to oversee certain health care services, the Texas Integrated Eligibility Redesign System (TIERS) developed to streamline enrollment and benefits, and the outsourcing of employment administration functions to a private contractor.
