This report provides a set of criteria to evaluate the procedural, spatial, design, public policy, and political implications of PPPs from a planning perspective. It examines whether the proposed benefits are matched by real-world experiences. In order to draw these conclusions, the author examined three case studies of transportation projects delivered through public-private partnerships.
