Cells for Sale: Understanding Prison Costs and Savings

This study finds that cost calculations performed over a number of years by the State of Ohio have not reliably demonstrated the private-prison savings required under Ohio law. The report recommends that policy makers reject the proposal to sell Ohio prisons to private bidders.
