Analysis of Proposed Privatization of Chicago Department of Streets and Sanitation (DSS)

This report discusses issues surrounding the privatization of city services and towing operations in Chicago.  It evaluates whether Chicago residents are receiving more cost-effective and efficient service from privatized towing operations and measures the city can take to enhance its own management and operations.
